In order to implement the reform requirements of "release, control and service" and fully stimulate the vitality of the commercial password market, according to the provisions of the "password law of the people's Republic of China", the "approval of commercial password product varieties and models" is cancelled. The General Administration of market supervision and administration of the people's Republic of China shall establish a commercial password authentication system uniformly implemented by the state (hereinafter referred to as the national promotion of commercial password authentication) and take supporting measures to encourage commercial password products to obtain certification. In order to ensure the smooth and orderly connection and transition of the management of commercial password products, the relevant matters are hereby announced as follows.

（1） Since January 1, 2020, the State Password Administration will no longer accept the application for the varieties and models of commercial password products, and stop issuing the "commercial password product model certificate". Since July 1, 2020, the commercial password product model certificate issued will automatically become invalid.

（2） The General Administration of market supervision, together with the State Password Administration, shall separately formulate and issue the product catalog, authentication rules and relevant implementation requirements of the national promotion of commercial password authentication. Since the implementation of the authentication rules, the commercial password practitioners may voluntarily submit the application for authentication to the qualified commercial password authentication institutions.

        For the "commercial password product model certificate" within the validity period, the certificate holder can voluntarily apply for conversion of the national promotion commercial password product certification certificate before June 30, 2020. After the certification authority verifies that it meets the certification requirements, the certification certificate can be directly renewed. The validity period of the certification certificate is consistent with the validity period of the original commercial password product type certificate. In order to facilitate the certificate conversion, the provincial (District, city) password management department of the place where the certificate holder is located can assist the certification authority to accept the application for conversion authentication.

        For those that have not yet completed the examination and approval of commercial password product varieties and models, the original examination and approval application unit can voluntarily turn to the certification application before June 30, 2020; the certification authority will not repeat the examination and testing for the examination and testing already carried out during the examination and approval period.
